Precise Cuts with additional practice and patience
The tile cutter performs as described although it took me a bit longer to make precise cuts since I haven't used a manual tile cutter; for this review I used leftover 13"x13" ceramic tile for rip cuts. On the box, it states up to 24" tile can be used for rip cuts and up to 18"x18" tile can be used for diagonal cuts. I would suggest a novice to have spare tile available to test out the cutter before beginning cuts for the actual project.
The instructions are on the box, which consist of pictures telling the user to how to score and snap the tile (ceramic, porcelain, and glass tile). The 8mm (5/16")blade is enclosed in packaging and is attached to the unit for assembly - just drop the blade into the slot and use the cutter. The tile cutter website, which is also listed on the box, has videos on how to use the tile cutter as well.
I like that it's quick and easy to use, once I got the hang of it. I also liked not having to worry about dust accumulating everywhere as I would with a wet saw.

I'll give it 3 stars because it could be better designed, but for $99 it works well for that price range, and that's all I needed for my project. I've seen some posts referring to having to remove the cutting wheel in order to do the snap operation. That's not necessary, but the direction sheet included in the box is misleading. It's correct in the pictures on the side of the box. Adjust the cutting wheel so that when you're positioned all the way at the top of the cutter, the wheel is out of the way (after scoring). That's where you want to bring down the breaker bar at the top of the tile. It took me a little time to figure it out, but once I did, it was smooth sailing. I'm cutting 12 X 24 porcelain tiles and they are cutting straight and true without chipping. I would recommend scoring lightly twice on the line (without repositioning tile) rather than bear down heavily on the cutter in one pass. This will make the cutting wheel last longer and the double score will reduce the possibility of the break veering off to one side of the other. Another thing to keep in mind is that heavily textured tiles often don't break straight. A tile I worked with previously just couldn't be snap-cut on any kind of cutter. For that job, I had to use a wet saw on every cut.

Box says it cuts ceramic, porcelain, and glass tiles. Directions doesn't say it will take different size scoring wheels for different materials you are trying to score. I had 12 x 24 porcelain tiles with matte finish and couldn't get tiles to snap without breaking. researched internet for number to call Rubi tech support and they told me I need a different size scoring wheel. Unit comes standard with 1/4 (6mm) scoring wheel and you will need to purchase additional size wheels 5/16 (8mm) and 3/8 (10mm) to score different materials which Home Depot does not stock. For the amount you spend on this unit it should include a set of scoring wheels and directions explaining how each scoring wheel works on different materials. Unit also feels cheaply constructed.

I personally prefer tools that don't require power, it's just more peaceful. This tile cutter is great! You need a bit of torque to keep the blade bit in place, but once that's done, it's super easy to use. Much less irritating than a wet saw. You still need a wet saw or nippers for those hard to cut corners and curves, but this does the job very well. I am very pleased.

This makes quick work of what can otherwise be a messy, back and forth kind of job. It’s much friendlier to the ears than a wet saw too. That said, it wasn’t infrequent that it snapped a tile only part of the way along the line, or nipped off a corner of porcelain flooring. Have backup tools ready!

This is my second tile cutter and I can say...
This is my second tile cutter and I can say this beats the first one hands down. The cutter is so sharp that most of my cuts have been made without having to apply pressure - just by running the wheeel over my tile. This cutter is large enough for 24 in tile (or a little larger). It’s very sturdy.

I did cut 3/8 porcelain tile. It left some chipped...
I did cut 3/8 porcelain tile. It left some chipped off surface finish edge after cutting. Also not enough support on sides for the tile. Used wet saw to cut 24" length. But even with a new diamond wheel it had some chipped off edges. But it was better than with the hand cutter.

I used this time cutter for floor and shower porcelain...
I used this time cutter for floor and shower porcelain tile 6x24 and 4x16, respectively. It does a good job. Lengthwise cuts for long tiles didn't snap off well with the cutter, so I used nippers to snap them (learning curve for me, but ended up working well).
